The VAT rate control for NACE code compliance, planned to be implemented on April 1, 2026, was indefinitely postponed by the Revenue Administration's official announcement dated March 27, 2026.
When will the controls start? VAT rate control will not be applied until the systems infrastructure of the taxpayers is prepared and a second official announcement is made by the Revenue Administration.
Which regulations were nullified? The announcement regarding the E-Invoice Package dated March 16, 2026, UBL-TR Code Lists Guide, and UBLTR 1.2.1 updates were also declared null and void within this scope.
When is the new implementation date? Not determined yet. The current system will continue to operate until the second official announcement from the Revenue Administration.

How to Choose a NACE Code?
Determining the right activity code during the business establishment phase prevents many legal and operational problems that may arise in the future. We can summarize the process in five steps:
Clarify your main activity area. What is the main source of income for your business? If you operate in more than one area, rank them from largest to smallest based on gross sales revenue.
Examine the sources of the Revenue Administration and TURKSTAT. The NACE code search engine of TURKSTAT and the taxpayer information pages of the Revenue Administration help you find the code suitable for your activity area. You can match the codes by searching with keywords.
Determine the most suitable 6-digit code. Select the code that best describes the activity of your business. If you experience hesitation at this point, it is recommended to get an opinion from your financial advisor.
Add additional activity codes. Each business can define up to 5 different NACE codes. One of them is determined as the main activity code; the others are recorded as additional activity codes.
