What Is a NACE Code? How Is It Selected? (2026 Guide)
🔔 Update (March 27, 2026)
You encounter it at the tax office when setting up a company. It catches your eye when reviewing your tax certificate. When the occupational health and safety specialist asks, "What is your hazard class?" you may not know what to say.
So, what exactly is a NACE code, and how do you choose the right one?
The NACE code is a classification system that officially defines which economic activity area your business belongs to. This code directly determines many critical processes, from your tax obligations and SGK premium rates to your occupational safety obligations and the government incentives you can access. As of 2026, this code has gained an even more central role.
In this guide, we will walk through what a NACE code is, how to choose the right one, where to check it, and how the 2026 regulations affect your business, step by step.
📌 In 60 Seconds: What You Need to Know About the NACE Code
What it means: It is a 6-digit international coding system that defines your business activity area.
Why it matters: It directly shapes your tax rate, SGK premium, occupational safety obligations, and the incentives you can receive.
🔴 Breaking (March 27, 2026): GIB has postponed the VAT rate alignment with the NACE code indefinitely until further notice.
How to find it: You can check it from your tax certificate, the Interactive Tax Office (IVD), or your SGK registry number.
Risk of choosing incorrectly: An incorrect NACE code can trigger a chain of issues such as penalties, the wrong VAT rate being applied, and unnecessary SGK premium burden.
What Is a NACE Code?
The NACE abbreviation is derived from the initial letters of the French phrase "Nomenclature des Activités Économiques dans la Communauté Européenne." In Turkish, it can be translated as "Statistical Classification of Economic Activities in the European Community."
This classification system is adapted from the United Nations' international economic data standard, ISIC (International Standard Industrial Classification). In Turkey, the Revenue Administration (GIB) has actively used this system for taxpayer tracking since 2013.
In Turkey, the NACE code consists of six digits. That is why it is sometimes referred to as a "six-digit activity code." To understand the logic of the code, let us look at a concrete example:
Code | Scope |
|---|---|
10 | Food product manufacturing (general sector) |
10.52 | Ice cream manufacturing (sub-category) |
10.52.01 | Plain, fruit, and vegetable ice cream manufacturing (specific activity) |
Each digit group defines the activity in greater detail. Choosing the right code is critical for both legal certainty and operational efficiency.
Why Is the NACE Code So Important?
Many people view the NACE code as merely a bureaucratic formality. However, this code directly determines many interconnected critical processes in your business.
Taxation and VAT Rate
GIB requires the activity area defined in taxpayer records to match the VAT rate shown on the invoice. It does not allow documents to be issued at a different VAT rate than the activity stated in your registration. System-based enforcement of this rule will eventually go live, even though there have been some postponements.
SGK Premium Rates
Your NACE code is one of the key factors that determines the occupational accident and occupational disease premium rates you will pay for your employees. A wrongly selected code can lead to both incorrect premium payments and serious non-compliance penalties during SGK audits.
Occupational Health and Safety Obligations
Your activity code determines which hazard class your workplace falls into. This class directly shapes the certification level of the occupational safety specialist you must employ, the frequency of health monitoring, and the scope of mandatory protective measures.
Government Incentives and Support
To apply for grant, loan, and incentive programs offered by KOSGEB, the Ministry of Development, and various ministries, your NACE code must be aligned with the application requirements. An incorrectly or incompletely defined activity code may prevent you from benefiting from the support you are entitled to.
NACE Code Hazard Classes
Every business is classified into one of three hazard classes based on its NACE code. This class determines the certification level of the occupational safety specialist you must employ, the frequency of periodic inspections, and the scope of mandatory occupational health measures.
Hazard Class | Scope | Example Activity |
|---|---|---|
Low Hazard | Office, retail, food packaging | Accounting office, grocery store, e-commerce |
Hazardous | Cutting, manufacturing, painting, service | Textile workshop, auto service |
Very Hazardous | Mining, construction, shipyard | Construction company, mine |
2026 yılındaki iş sağlığı ve güvenliği denetimlerinde tehlike sınıfı uyumu öncelikli inceleme konuları arasında yer almaktadır. Sınıfınızı bilmek, yükümlülüklerinizi doğru planlamanızı sağlar.
🔴 Breaking: NACE Code VAT Requirement Postponed Indefinitely!
The VAT rate check corresponding to the NACE code, which was planned to take effect on April 1, 2026, has been postponed indefinitely by the Revenue Administration through its official announcement dated March 27, 2026.
When will the checks start? VAT rate checks will not be applied until taxpayers' system infrastructure is ready and the GIB issues a second official announcement.
Which regulations were invalidated? The announcement regarding the E-Invoice Package dated March 16, 2026, the UBL-TR Code Lists Guide, and the UBLTR 1.2.1 updates was also declared invalid within this scope.
When is the new implementation date? It has not been determined yet. The current system will continue to operate until GIB's second official announcement.
You can access the official announcement https://ebelge.gib.gov.tr/dosyalar/Elekt_Belge_Sic_ve_Faal_Kod_Kar_KDV_Or_Kont_Ert_Hak_Duyuru_27_03_2026.pdf here.
What Does This Postponement Mean?
NACE Code in 2026: The Background of the New Era
For years, the NACE code was seen only as statistical data, but in recent years it has become one of the most effective audit tools in the Turkish tax system. GIB now has the capability to track VAT rate alignment between the activity code in taxpayer records and the documents issued at a system level.
Under the planned implementation, it would have become a legal requirement for the VAT rates on e-Invoices, e-Archive Invoices, and payment recording device slips issued by businesses to match exactly the NACE code showing the business's main activity area. If a mismatch was detected, both an administrative fine and a tax loss penalty plus late interest for underdeclared tax were expected to apply.
Although this application has been postponed as of March 27, 2026, the core rule has not changed: your NACE code must be current and accurate, not only for this regulation but also for SGK, occupational safety, and incentive compliance.
Most Common NACE Codes
To help you quickly find the right code for your activity area, we have compiled the most commonly used NACE codes below:
Sector | NACE Code | Hazard Class |
|---|---|---|
E-commerce (retail sales over the internet) | 47.91.14 | Low Hazard |
Software development and consulting | 62.01.01 | Low Hazard |
Accounting and financial advisory | 69.20.01 | Low Hazard |
Restaurant and cafe management | 56.10.01 | Low Hazard |
General construction activities | 41.20.01 | Very Hazardous |
Textile manufacturing | 13.10.01 | Hazardous |
Hotel and accommodation services | 55.10.02 | Low Hazard |
How Do You Choose a NACE Code?
Defining the correct activity code during company formation prevents many legal and operational issues later on. We can summarize the process in five steps:
Clearly define your main activity area. What is your business's primary source of revenue? If you operate in more than one area, rank them from largest to smallest by gross sales revenue.
Review GIB and Turkish Statistical Institute (TURKSTAT) sources. TURKSTAT's NACE code search engine and GIB's taxpayer information pages help you find the code that fits your activity area. You can compare matching codes by searching with keywords.
Determine the most suitable 6-digit code. Select the code that defines your business activity most accurately. If you are unsure at this point, it is recommended that you get advice from your financial advisor.
Add additional activity codes. Each business can define up to 5 different NACE codes. One is designated as the main activity code, while the others are recorded as additional activity codes.
Check VAT rate alignment. Make sure the NACE code you choose matches the VAT rate your business applies. Any mismatch may set the stage for invoice blocking under future legal regulation.
How Do You Check Your NACE Code?
You can find your current NACE code using any of the following methods:
From your tax certificate: The 6-digit number under the "Main Activity Code" heading is also your NACE code.
Through the Interactive Tax Office (IVD): You can log in to ivd.gib.gov.tr and view your current activity code from the "Registry Information" menu.
From your SGK registry number: The digits between the 2nd and 7th characters of your SGK registry number form your NACE code.
Through the Chamber of Commerce you are affiliated with: You can also query it via the online platform of your registered chamber or through e-Government.
How Do You Change a NACE Code?
Has your activity area changed, or have you realized that your current code does not accurately reflect your business? In that case, updating it is both a legal requirement and a practical necessity.
There are two ways to make a change:
Tax Office Application: The relevant tax office or chamber clerk is submitted a "NACE Code Change Request Petition" form. The approved change is reflected on the tax certificate.
Through the Interactive Tax Office (IVD): From the "Data Entry" menu, go to the "Taxpayer Information Notification" section and enter multiple activity codes into the system, ordered by gross sales size.
Başvurunuzun ardından vergi dairesi yoklama memuru işyerinizi yerinde ziyaret ederek faaliyetin gerçekliğini teyit edebilir. Bu süreç genellikle 2 ila 5 iş günü alır. Son dakikaya bırakmamak, olası gecikmeleri önler.

❓ Frequently Asked Questions
Is it mandatory to obtain a NACE code?
Yes. All businesses and individuals carrying out economic activities are required to obtain a NACE code. This includes joint-stock and limited companies, sole proprietorships, freelancers, cooperatives, and public institutions.
What happens if my NACE code is wrong?
An incorrect activity code can lead to serious consequences such as the risk of penalties, applying the wrong VAT rate, and SGK premium mismatches. Once GIB's planned system-based audit goes live, an incorrect match will trigger both an administrative fine and a tax loss risk.
Can I have more than one activity code?
Yes. Each business can define up to 5 different NACE codes. One of them is designated as the main activity code, while the other 4 are added to the records as additional activity codes.
Does my NACE code directly determine my VAT rate?
Not directly, but it creates a limiting framework. The main factor that determines the VAT rate is where the product or service you sell falls within the VAT Law lists. That said, GIB's planned system-based audit will prevent you from issuing e-documents with a VAT rate that does not match your NACE code.
Is the April 1, 2026 postponement permanent?
No. GIB's announcement dated March 27, 2026 postponed the check "until a second announcement." A new date has not yet been announced; however, the underlying legal requirement remains in force. Therefore, it would be best to use the postponement period for preparation.
Can I choose a NACE code before setting up a company?
Yes, and you should. Many official procedures, including registration with the Chamber of Commerce, require you to have a valid NACE code as a prerequisite. Defining the activity code in advance helps the entire setup process move forward more smoothly.
