What is e-Ledger? Who is Required to Use It? 2026 Current Guide
Historically, when legal ledgers were mentioned, notary approvals, bound books, and thick folders that had to be kept for years came to mind. Today, the same processes can be executed much faster and more securely in a electronic environment. One of the most important components of this digital transformation is the e-ledger (e-Defter) application.
However, the process is not limited to creating digital ledgers. Generating declaration files, keeping track of the submission calendar, and keeping records correctly are also integral parts of this system.
So, does your business have to use e-ledger? How does the migration process work? What are the differences between e-ledger and e-invoice? Why is the declaration file so critical?
🚀 Quick Glance: What You Need to Know About e-Ledger
If your time is limited, here is a quick summary of this guide:
e-Ledger is a legal application that enables the creation of General Journal and General Ledger records in a digital environment.
Migration to e-ledger is mandatory for taxpayers within the scope determined by the Turkish Revenue Administration (GİB).
The process does not end with just creating electronic ledgers; preparing declaration files on time and fulfilling relevant compliance obligations is also of great importance.
A well-managed e-ledger process reduces notary approval, printing, and physical archiving costs while making accounting workflows more organized and efficient.
In this guide, you can find a step-by-step breakdown of what e-ledger is, who is required to use it, the application process, common mistakes, and critical points to watch out for in your business.
What is e-Ledger and Which Books Does It Cover?
Businesses are obliged to record all financial transactions they perform during their operations in their legal ledgers. e-Ledger is the system that enables the creation of General Journal and General Ledger records in a digital environment, in accordance with the standards set by GİB, signed with a financial seal or electronic signature, and stored digitally.
Legally, only two basic ledgers are included in this scope:
General Journal: The main track where financial transactions in the enterprise are recorded in chronological order.
General Ledger: The structure in which journal entries are classified on an account basis, forming the basis for financial statements.
e-Ledger is not a storage space where you upload your invoices or receipts digitally. It is a legal chain of formats that ensures the legal records generated in your accounting software gain official status under GİB standards.
How to Apply for e-Ledger?
The e-ledger application can be completed through the Interactive Tax Office (İVD) system of the Revenue Administration or via authorized private integrators. The process generally consists of a few basic steps.
A financial seal or electronic signature is obtained
An e-ledger application is made through the GİB system
The accounting software or integrator to be used is defined
The approval process of GİB is awaited
After approval, e-ledger generation becomes active
Who is Required to Use e-Ledger?
The e-ledger application is not left to the arbitrary decisions of businesses. According to GİB communiqués, all taxpayers obliged to use the e-invoice application are also required to transition to the e-ledger application.
Taxpayer Group / Sector | Transition Condition (Gross Sales Revenue / Criterion) | e-Ledger Transition Period |
All General Sectors | 3 Million TL and above gross sales revenue | Beginning of the year following the relevant year |
E-Commerce Stakeholders (Intermediaries, Logistics, Ad Sites, etc.) | 500 Thousand TL and above gross sales revenue | Beginning of the year following the relevant year |
Real Estate / Motor Vehicles (Construction, Trading, Renting, Intermediation) | 1 Million TL and above gross sales revenue | Beginning of the year following the relevant year |
Special Sectors (EMRA Licensed, Games of Chance, etc.) | Regardless of turnover threshold, at the moment of starting operations | The 3rd month following the month the License/Permit is received |
🎯 Üstad's Tip:
The most common mistake is assuming that when a company switches to e-invoice, e-ledger automatically kicks off in the background. Remember; while e-invoice runs instantly (transaction-based), e-ledger runs periodically (monthly). Their applications, endpoints, and technical infrastructures are completely separate.
How Does e-Ledger Work? (Step-by-Step Process)
The e-ledger process has a deeper workflow than simply clicking the "submit" button in your accounting software. The following steps must be completed in order for the process to be error-free:
1. Closing Accounting Records: End of each month.
All invoices, receipts, and bank transactions belonging to the relevant month are fully entered into the accounting program, and period-specific controls are completed.
2. Preparing the e-Ledger File: Software control.
The accounting program converts these entered legal records into XML files in XBRL (extensible Business Reporting Language) format as required by GİB.
3. Approval with Financial Seal / E-Signature: Official status.
The created journal files in XML format are digitally signed using the company's financial seal or e-signature, which is its legal ID. This action locks the records and makes them uneditable.
4. Generation of Declaration Files and Transmission to GİB: Within the legal period.
The ledger file itself does not go to GİB. Instead, a Declaration File (Berat) containing the summary of the ledger and signature hash is generated and uploaded to the GİB system. GİB validates this with its own seal and sends it back to you.
5. Uploading Secondary Copies and Archiving: Critical Final Step.
Both the GİB-approved declarations and the actual files of the ledgers are archived in secure systems and GİB's own cloud backup system (Secondary Copy) throughout their legal retention periods.
What is the e-Ledger Declaration (Berat)?
The most misunderstood concept in the process is the Declaration (Berat) file. In the e-ledger system, GİB does not pull your raw accounting records (the ledger itself) to its own servers to protect privacy and commercial secrets. Instead, it requests a kind of "digital fingerprint" that guarantees the integrity, accuracy, and immutability of your ledger. This fingerprint is called Berat.
Simply generating the ledger and keeping it on your computer or server does not fulfill legal requirements.
Unless you upload the declaration of that period to the GİB system and receive GİB’s digital validation stamp back, you are legally considered not to have kept ledgers.
Differences Between e-Ledger and e-Invoice
These two concepts, which continuously work in integration with each other, represent completely different spaces in operations:
Feature | e-Invoice | e-Ledger |
Nature | It is the document of a commercial transaction (sale/purchase). | It is the accountant-approved memory of commercial transactions. |
Timing | It is created at the time of transaction, daily and simultaneously. | It is prepared retroactively in monthly periods. |
Scope | It shows goods and services details, price, and VAT. | It contains journal entries and chart of accounts details. |
GİB Relationship | The document is sent directly to the recipient via GİB. | The ledger stays with you, only the inspection declaration is sent to GİB. |
e-Ledger vs. Ledger Declaration System (Defter Beyan)
e-Ledger: The system used by larger-scale companies (Limited, Joint Stock companies, and soul proprietorships with high turnover) keeping books on a balance sheet basis.
Ledger Declaration System: The GİB portal where self-employed professionals (doctors, lawyers, financial advisors), small tradesmen keeping books on an operational account basis, and taxpayers subject to the simplified tax system record income and expenses.
5 Big Mistakes Putting Businesses at Risk in the e-Ledger Process
Digitization of processes does not eliminate human error, it only changes its shape. Here are the most common mistakes we encounter on the field that cost businesses dearly:
1. Leaving Declaration Files (Berat) to the Last Day and getting Stuck in System Overload
High traffic on GİB systems during tax submission periods is well-known. Leaving submissions to the last hours may cause you to miss deadlines when the system locks up, dropping you legally into a non-compliant state.
2. Neglecting the GİB Secondary Copy Upload
It is not enough for taxpayers to store e-ledger files and declaration files only on their own devices. By regulation, these files must also be uploaded to GİB's Data Processing System (secondary copy area) within the legal period. Many businesses think they are done when they get the declaration approved; however, the system is deemed incomplete if secondary copy uploads are missing.
3. Failing to Track Financial Seal Expiry Dates
Financial seals have a validity period of 3 years. Trying to sign a ledger with an expired seal results in errors. Getting a new seal from TÜBİTAK KamuSM takes several days. Missing the deadline during this period leads to heavy penalties.
4. Confusion Over Legal Retention Periods
A common mistake is getting retention timelines mixed up.
Critical Legal Distinction: Your obligation to retain e-ledger and declaration files is 5 years according to the Tax Procedure Law (VUK), but 10 years according to the Turkish Commercial Code (TTK). To prove superiority in potential commercial lawsuits or audits, you must store your digital archives securely, encrypted, and accessible for at least 10 years.
5. Skipping Integration Updates in Accounting Software
GİB periodically updates e-ledger formats (schemas and guides). If you do not keep your ERP or accounting software updated, the XML files generated by the program will be incompatible with GİB schemas, resulting in system rejection.
Frequently Asked Questions (FAQ)
When is the submission deadline for e-ledger declarations?
For taxpayers who choose monthly uploads, declarations must be submitted to GİB by the last day of the 3rd month following the related month (e.g., January ledger declarations are submitted by late April). For those choosing quarterly submissions based on advance tax periods, the calendar is synchronized with the advance tax return deadlines.
What should we do if our financial seal is broken or lost?
Without wasting time, you must apply to GİB with an official letter explaining the situation along with supporting documentation, and order a new financial seal at the same time. If a valid force majeure state is accepted, GİB may grant you an extension.
Is voluntary transition to e-ledger possible?
Yes. Even if you do not hit any turnover thresholds, you can opt into the e-ledger application voluntarily to scale down operational costs (notary, paper, archiving). However, after transitioning, returning to paper ledgers is not allowed.
Does an e-ledger have legal validity?
e-Ledgers created under GİB standards and signed with a financial seal or electronic signature carry the exact same legal validity as old-school paper books. In case of a tax audit or court case, they are directly submitted as official evidence.
